故飘风不终朝，骤雨不终日。
For the same reason a hurricane never lasts a whole morning, nor a rainstorm all day.
孰为此者﹖
Who is it that makes the wind and rain?
故从事于道者，道者同于道，德者同于德，失者同于失。
Truly, if one uses the Way as one's instrument, the results will be like the Way; If one uses the “power” as instrument, the results will be like the “power”. #2If one uses what is the reverse of the “power”, the results will be the reverse of the “power”.
同于道者，道亦乐得之；同于德者，德亦乐得之；同于失者，失亦乐得之。
For to those who have conformed themselves to the Way, the Way readily lends its power. #2 To those who have conformed themselves to the power, the power readily lends more power. #3 While to those who conform themselves to inefficacy, inefficacy readily lends its ineffectiveness.
信不足焉，有不信焉。
It is by not believing in people that you turn them into liars.
