I have heard that, when two rulers are in close accord, they can hold their states securely; that, when a ruler is generous and his officers loyal, he can obtain stipendiary cities; that, when a ruler neither kills the innocent nor pardons the guilty, his people will be free of confusion; that, when a ruler increases the stipends and rewards that he gives to his men-of-service, they will exert themselves to the utmost; that, when a ruler honors Heaven and fears the spirits, the sun and moon will appear at the right intervals; that, when a ruler is good at administering punishments, sages will come of their own accord; and that, when he respects the worthy and employs the capable, his ministerial departments will be well ordered.” “How could it be other than this!” exclaimed the ruler of Liang.
丘聞之,兩君相親,則長有國;君惠臣忠,則列都之得;毋殺不辜,毋釋罪人,則民不惑;益士祿賞,則竭其力;尊天敬鬼,則日月當時;善為刑罰,則聖人自來;尚賢使能,則官府治。
