During the seven years that the Duke of Zhou acted on behalf of the Son of Heaven, he received ten men-of-service dressed in coarse fabric bearing disciples’ gifts, twelve men as friends, forty-nine people from bare dwellings in humble alleyways, a hundred people with special talents introduced to the court at timely intervals, a thousand men-of-service who had absorbed his teachings, and ten thousand people from the hostel reserved for those seeking audiences.

當此之時，誠使周公驕而且恡，則天下賢士至者寡矣；苟有至者，則必貪而尸祿者也。

If he had been arrogant and stingy during this period, then few of the worthies of the realm would have come to see him.

尸祿之臣，不能存君矣。

And, if some had come, they would have been of the sort who eat their stipends and do nothing in return. Such officers are not able to preserve their rulers.
