When Lord Huan of Qi had Guan Zhong administer his state, Guan Zhong said, “The lowly cannot approach the great.” Lord Huan thereupon made him one of the great ministers, but the state was still not well ordered.

」桓公以為上卿而國不治，桓公曰：「何故？

“What is the reason for this?” asked Lord Huan. “The poor cannot direct the affairs of the wealthy,” Guan Zhong replied.

」管仲對曰：「貧不能使富。

Lord Huan thereupon bestowed a year’s worth of market taxes on him, but the state was still not well ordered.

」桓公賜之齊國之市租一年，而國不治，桓公曰：「何故？

“What is the reason for this?” he asked.

」對曰：「疏不能制親。

Eric Henry

“Those who are distant from the ruling house cannot control those who are close to it,” Guan Zhong replied.

」桓公立以為仲父，齊國大安而遂霸天下。

Lord Huan thereupon honored him with the title “Zhong-fu.” Qi was then reduced to good order, and Lord Huan became chief of all the lords.

孔子曰：「管仲之賢，而不得此三權者，亦不能使其君南面而霸矣。」

Kongzi said, “For all his skill, Guan Zhong was not able to enable his ruler to face south and be supreme among the lords until he had those three bases of authority.
