If a king knows how to draw his subordinates close and keep the masses in order, then his officers will fear and obey him; if he knows how to listen to speech and remain open to events, then he will never be kept in ignorance or led astray; if he knows how to secure the livelihoods of the myriad people, then all within the seas will be firmly settled; and, if he knows how to serve his elders with loyalty and devotion, then his officers will have no defects in their behavior.
