謀洩則無功,計不設則事不成。

When those above do not stand by their word, those below will not be loyal.
上不信,下不忠,上下不和,雖安必危。
When those above and those below are at odds, the realm, though at peace, will be in peril.
求以其道,則無不得;為以其時,則無不成。
When a thing is sought with the proper method, then it will always be obtained; when projects are pursued at the proper times, then they will always attain fruition.
