雷澤之漁者善爭陂，而舜漁焉。
Those who fished in the Marsh of Lei10 often quarreled over fishing rights, but Shun fished there as well.
東夷之陶器窳，而舜陶焉。
The pottery of the Eastern Yi was crude, but Shun made pottery among them.
故耕漁與陶，非舜之事，而舜為之，以救敗也。
Thus, though tilling, fishing, and pottery making were not the principal occupations of Shun, he did these things anyway to rescue those who were failing.
民之性皆不勝其欲。
去其實而歸之華，是以苦窳之器，爭鬭之患起。
The nature of the masses is such that they are unable to overcome their desires and are prone to abandon substance in favor of empty showiness; it is this that gives rise to such misfortunes as poorly made pottery and quarreling over rights, and it is the rise of quarreling that leads to theft.
爭鬭之患起，則所以偷也。
Why is this so?
所以然者何也？
It is so because people depart from sincerity and adopt deception, and because they reject simple honesty in favor of falsity.
由離誠就詐，棄樸而取偽也。
They pursue the nonessential (mo 末) and never find a place to rest.
追逐其末，而無所休止。
聖人抑其文而抗其質，則天下反矣。
When a sage deemphasizes all that is external and showy, and upholds the inner substance of things, then all in the realm turns back.
