Expressing its appreciation to those African countries that have established national mechanisms to ensure greater protection of children, including measures to combat and eliminate abduction of children,

Deeply alarmed at the spread of the practice of abduction of children for various purposes, inter alia for recruitment into the armed forces or groups participating in hostilities, for sexual exploitation and forced labour,
1. 谴责绑架儿童的行径；
Condemns the practice of abduction of children;
2. 又谴责武装集团和武装部队从难民营中和国内流离失所者手中绑架儿童，使儿童被迫参加战斗，受到酷刑、成为杀害和强奸的犯罪者和受害者；
Also condemns the abduction of children from camps of refugees and internally displaced persons by armed groups and armed forces, and their subjection of children to participation in hostilities, torture, killing and rape as perpetrators and as victims;
3. 要求立即将被招募或用于武装冲突的所有童兵复员、解除武装、让他们重新融入社会和酌情遣返；
Demands the immediate demobilization and disarmament, reintegration and, where applicable, repatriation of all child soldiers who have been recruited or used in armed conflicts;
4. 要求立即无条件释放所有被绑架的儿童并使其安全回到家庭和社区当中；
Calls for the immediate and unconditional release and safe return of all abducted children to their families and communities;

Calls upon African States:

(a) To pay particular attention to the protection of refugee and internally displaced children, especially unaccompanied and separated children, who are exposed to the risk of being abducted or becoming involved in armed conflicts;
6. 鼓励所有非洲国家将儿童权利纳入所有和平进程、和平协定和冲突后恢复及重建阶段；
(b) To take extra measures to protect refugee children and internally displaced children, particularly girls, from being abducted;
7. 敦促所有尚未批准《非洲儿童权利和福利宪章》、儿童权利公约《关于儿童卷入武装冲突问题的任择议定书》以及《关于买卖儿童、儿童卖淫和儿童色情制品问题的任择议定书》的非洲国家批准这些文书；
Encourages all African States to integrate the rights of the child into all peace processes, peace agreements and post-conflict recovery and reconstruction phases;
8. 欢迎一些国家机制在消除绑架儿童方面取得的进展，鼓励尚未建立此种机制的其他一些国家考虑这样做；
Welcomes the progress achieved in the eradication of abduction of children by some national mechanisms and encourages other States that have not yet done so to consider establishing such mechanisms;
9. 请非洲国家在联合国有关机构的合作下向受害者及其家庭提供必要援助，支持被绑架儿童可持续康复和重新融合方案，包括提供心理援助，基本教育和职业培训，同时考虑到被绑架儿童的权利和特殊需要；
Requests African States, in cooperation with the relevant United Nations agencies, to provide the victims and their families with the necessary assistance and to support sustainable rehabilitation and reintegration programmes for abducted children, including the provision of psychological assistance, basic education and vocational training, taking into account the rights and special needs of abducted girl children;
10. 请各国、联合国有关机构以及捐助者向非洲国家和非洲的区域机制提供必要援助，包括技术援助，以便首先制订适当的方案，制止跨界绑架儿童的行径并保护非洲国家的难民和国内流离失所儿童，特别是无人陪伴的未成年者；他们面临着受绑架的危险，其次，制订并实施使儿童融入和平进程以及冲突后恢复和重建进程的方案；
Requests States, relevant United Nations bodies and donors to provide African States and African regional mechanisms with the necessary assistance, including technical assistance, in order, first, to devise appropriate programmes to combat abduction of children and to protect refugee and internally displaced children in Africa, especially unaccompanied minors, who are exposed to the risk of being abducted, and, secondly, to develop and implement programmes for the reintegration of children in the peace process and in the post-conflict recovery and reconstruction phase;
