民之难治,以其智多。
The more knowledge people have, the harder they are to rule.
故以智治国,国之贼;不以智治国,国之福。
Those who seek to rule by giving knowledge are like bandits preying on the land. #2 Those who rule without giving knowledge bring a stock of good fortune to the land.
知此两者亦稽式。
To have understood the difference between these who things is to have a test and standard.
常知稽式,是谓玄德。
To be always able to apply this test and standard is called the mysterious” power”,
玄德深矣,远矣,与物反矣,然后乃至大顺。
so deep-penetrating, So far-reaching, that can follow things back -- all the way back to the Great Concordance.
