凡處尊位者,必以敬下,順德規諫,必開不諱之門,蹲節安靜以藉之。
“Do you know the Way of one in high position?
諫者勿振以威,毋格其言,博采其辭,乃擇可觀。
Whoever holds a position of great dignity must be all the more respectful of those below him and must listen to the admonishments of the worthy.
夫有文無武,無以威下;有武無文,民畏不親。
He must open the gate to frank and fearless counsel and act with deference and composure, so that his subordinates may feel secure.
文武俱行,威德乃成。
He must not use his authority to overawe his counselors and must not reject their words but must treat all views with broad acceptance and then select the most notable among them.
既成威德,民親以服,清白上通,巧佞下塞,諫者得進,忠信乃畜。
“A ruler who is cultivated but lacks strength, let us note, will have nothing with which to compel the obedience of his subordinates; but, when a ruler is strong and lacks cultivation, the people will shrink from him and not draw near.
」伯禽再拜受命而辭。
Only when strength and cultivation are used together can majesty and favor both appear.
Once majesty and favor appear, the people will draw near and willingly submit; the honest and upright will then have open avenues to advancement, the schemers and flatterers will be confined to low positions, those with honest counsel will gain admittance, and the loyal and trustworthy will grow numerous.” Bo Qin bowed twice in acknowledgment of the king’s decree and withdrew.
