When tasks are few, let us note, they are easy to attend to, and, when regulations are brief, they are easy to obey; in this way, the people can avoid being thrust into crime by those who govern. The highest skill lies in toleration of the people’s ways and the highest virtue in toleration of subordinates.
大道容眾,大德容下,聖人寡為而天下理矣。
