The amounts not used or allocated during any calendar year shall be carried over automatically to the budget for the following calendar year and shall come in deduction from the assessments of the Members.

Assessments of producer and consumer members shall be calculated in accordance with the relevant provisions of article 10.

There shall be established two sub-accounts under the Special Account:

The purpose of the Thematic Programmes Sub-Account shall be to facilitate unearmarked contributions for the financing of approved pre-projects, projects and activities consistent with Thematic Programmes established by the Council on the basis of the policy and project priorities identified in accordance with articles 24 and 25.

The purpose of the Project Sub-Account shall be to facilitate earmarked contributions for the financing of pre-projects and projects approved in accordance with articles 24 and 25.

The objective for the Special Account shall be to strive to reach the operational goals of the organization and to fully implement the thematic programmes as defined by the Council.

Earmarked contributions to the Project Sub-Account shall be used only for the pre-projects and projects for which they were designated, unless otherwise decided by the donor in consultation with the Executive Director.

The Council shall establish criteria and procedures for the transparent operation of the Special Account.

Such procedures shall take into account the need for balanced representation among members, including contributing members, in the operation of the Thematic Programmes Sub-Account.

The Donors shall specify the Thematic Programme for which a contribution is intended and may request the Executive Director to make proposals for allocating their contributions.

Such contributions shall be used only for pre-projects, projects and activities approved under the specified Thematic Programme.

The Executive Director shall report to each session of the Council on the allocation and expenditure of funds within the Thematic Programmes Sub-Account and on the implementation, monitoring and evaluation of funded pre-projects, projects and activities and the financial needs for the successful implementation of the Thematic Programmes.
10. 在项目分账户或专题方案分账户之下所收到的与具体项目前工作、项目和活动相关的款项应归入所涉分账户。
All receipts pertaining to specific pre-projects, projects and activities under the Project Sub-Account or the Thematic Programmes Sub-Account shall be brought into the respective Sub-Account.
12. 执行主任应协助按照第24条和第25条制订项目前工作和项目建议，并按照理事会可能决定的条件力求为核准的项目前工作和项目筹集足够的可靠资金。
The Executive Director shall provide assistance in the development of pre-project and project proposals in accordance with Articles 24 and 25 and endeavour to seek, on such terms and conditions as the Council may decide, adequate and assured finance for approved pre-projects and projects.

The Fund shall be constituted by:
