Following a proposal by the President, the COP/MOP decided to establish a contact group co-chaired by Mr. David Drake (Canada) and Mr. Alf Wills (South Africa) to report back to the COP/MOP before the beginning of the high-level segment on 7 December.

In introducing this item at the 3rd meeting, on 30 November, the President recalled that the Government of Belarus, by its communication of 21 October 2005, had requested the secretariat to include this item in the provisional agenda of the COP/MOP at its first session.

With that request, the Government of Belarus sought to define its quantified emission reduction commitment as 95 per cent of the 1990 level, and to raise the issue of introducing a corresponding amendment to Annex B of the Protocol.
