At the second session of the Preparatory Committee for the Development of a Strategic Approach to International Chemicals Management, it was proposed that the strategic approach to international chemicals management (SAICM) consist of three components: a high-level declaration; an overarching policy strategy; and a global plan of action.
关于全球行动计划，一个接触小组利用提交给本届会议的各项相关文件和在全体会议上发表的意见编拟了一份具体措施汇总列表。
In connection with the global plan of action, a contact group developed a matrix of concrete measures on the basis of documents submitted to the meeting and comments made during the plenary session.

The measures were grouped in accordance with the categories of objectives established for the overarching policy strategy: risk reduction; knowledge and information; governance; capacity-building; and illegal international traffic.

At the request of the Committee, and on the basis of discussions at the second session, the secretariat, in consultation with the President, further revised the table of concrete measures developed by the contact group to remove repetitions and redundancies and to incorporate elements from the secretariat's draft synthesis of objectives within the overarching policy strategy which the Committee felt would more appropriately be classified as concrete measures.

Following those consultations and the receipt of comments, the secretariat again revised the paper in consultation with the President for consideration by the Committee at its third session.

At its third session, the Committee agreed that since the global plan of action was intended to be a voluntary guiding document and applicable to countries and other stakeholders according to their needs and abilities, it did not need to be fully negotiated.
