Second International Decade on the World's Indigenous People: activities in the framework of the mandate and programme of the Office of the United Nations High Commissioner for Human Rights
1. 在第二个十年初期通过联合国关于土著民族权利宣言草案，并编制执行评论。
Adoption of the draft United Nations declaration on the rights of indigenous peoples early in the Second Decade and the preparation of a commentary on implementation.
2. 考虑在第二个十年终了期之前,拟订一项具有约束力的保护土著民族权利的联合国文书。
Consideration to be given to the elaboration of a binding United Nations instrument to protect indigenous peoples' rights before the end of the Second Decade.
3． 进一步拟定和出版有关土著民族问题的人权标准、指南、原则和评论，包括在联合国系统及其他国际和区域组织内，推动对发展采取人权办法的政策指南。
Further elaboration and publication of human rights standards, guidelines, principles and commentaries on issues relating to indigenous peoples, including policy guidance to promote a human rights approach to development within the United Nations system and other international and regional organizations.

Continuation of efforts by international human rights treaty monitoring bodies and thematic and country-specific human rights mechanisms to address questions relating to indigenous peoples within their mandates, including analysis of emerging jurisprudence pertaining to indigenous peoples' rights.

Continuation and strengthening of the Indigenous Fellowship Programme and other human right training activities, including the development of training materials.
