根据该法律第2（27）条，家庭团聚是指不是欧洲联盟公民但是合法居住在立陶宛共和国的外国人的家庭成员在立陶宛共和国入境并居留，以维护家庭单位，而不论其家庭关系是在该外国人入境之前建立还是在入境之后建立的。
Pursuant to Article 2(27) of the Law, family reunification means the entry into and residence in the Republic of Lithuania by family members of an alien who is not a citizen of the European Union but who resides lawfully in the Republic of Lithuania, in order to preserve the family unit, whether the family relationship arose before or after the alien's entry.
可向该外国人的家属签发暂住证（第40（1）（3）条和第43条）。
Family members of the alien may be issued a temporary residence permit (Articles 40(1)(3) and 43).
