但是有些单位的运动没有深入下去，有的刚刚开始揭问题，有的问题不少，拖着不解决，有的还在捂盖子。
but in some it has yet to be deepened.In others, it has just begun to reveal the problems.
And in still others a multitude of problems have been discovered, but their solution is being dragged out.
There are also units in which no problems are apparent because people are sitting on the lid.
总之，发展是不平衡的。
In short, the movement is proceeding unevenly.
运动没有搞开的单位，首先是要领导带头，放手发动群众，不要用框框来束缚。
In those units where it has not yet taken hold, the leading cadres should take the initiative and do everything possible to mobilize the masses, instead of curbing them with all kinds of restrictions.

运动搞得比较深入的单位，领导就要保持清醒的头脑，特别注意掌握政策。

对人的处理，要取慎重态度，严格区分两类不同性质的矛盾，要扩大教育面，缩小打击面。
