Note by the Secretary-General
1. 少数群体问题工作组第十届会议通过了对《联合国在民族或族裔、宗教和语言上属于少数群体的人的权利宣言》的评注。
The Working Group on Minorities, at its Tenth Session, adopted the Commentary on the UN Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, originally drawn up by its former Chairperson Mr. Asbjorn Eide and contained in document E/CN.4/AC.5/2001/2, as a Commentary of the Working Group as a whole.
该评注原先是由前主席阿斯布乔恩·艾德先生编写的，载于E/CN.4/AC.5/2001/2号文件，做为整个工作组对该《宣言》的评注。
The Working Group on Minorities, at its Tenth Session, adopted the Commentary on the UN Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, originally drawn up by its former Chairperson Mr. Asbjorn Eide and contained in document E/CN.4/AC.5/2001/2, as a Commentary of the Working Group as a whole.

Ethnic, Religious and Linguistic Minorities∗
1. 1992年，联合国大会第47/135号决议公布了《在民族或族裔、宗教和语言上属于少数群体的人的权利宣言》。
In 1992, in its resolution 47/135, the United Nations General Assembly proclaimed the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities.
大会要求加紧努力，散发关于《宣言》的资料，并促进对《宣言》的了解。
The Assembly requested that intensified efforts be made to disseminate information on the Declaration and promote understanding thereof.
2. 本评注是在增进和保护人权小组委员会少数群体问题工作组范围内编写的。
This commentary has been prepared in the context of the Working Group on Minorities of the Sub-Commission on the Promotion and Protection of Human Rights.

It is intended to serve as a guide to the understanding and application of the Declaration.

The first draft, prepared by Mr. Asbjorn Eide as Chairperson-Rapporteur, was submitted to the Working Group on Minorities for discussion in 1998 and was subsequently circulated to Governments, intergovernmental and non-governmental organizations and individual experts for comments.
1999年向工作组第五届会议提交了一份这些评论的汇编。
A compilation of those comments was submitted to the Working Group at its fifth session in 1999.

Additional comments were made during that session and at the sixth session in 2000.

The Working Group requested me on that basis to finalize the Declaration and to ensure its publication in the planned United Nations manual on minorities.

This final text therefore draws on written work or oral contributions by many experts, Governments and international and non-governmental organizations, and thus takes into account a broad body of opinion.
