Organization of work

At its 1st plenary meeting, on 4 April 2005, the Governing Council established a sessional Committee of the Whole, to which it allocated agenda items 5 (a), 5 (b), 6, 9, 10 (a), 10 (b), 10 (c) and 11.
The remaining items were considered in plenary.
Items 6, 9 and 10 were also given preliminary consideration in plenary during the general debate in the high-level segment.

As recommended in the annotated provisional agenda (HSP/GC/20/1/Add.1, annex III) and the clarification thereto (HSP/GC/20/1/Add.2), it was decided that the plenary should divide its work into three segments: first, a high-level segment, chaired by the President of the Council, which was held on 4 and 5 April 2005, and at which the Governing Council considered agenda items 4, 6, 9 and 10; second, a dialogue on decentralization and strengthening of local authorities, which took place on the morning of 6 April 2005; and third, a dialogue on financing shelter and urban development, which took place on the afternoon of 6 April 2005.

Work of the drafting committee and adoption of resolutions by the Governing Council

The drafting committee, which was chaired by Mr. José Luis Casal (Argentina), Vice-President of the Governing Council, held four informal and five formal meetings, between 5 and 8 April 2005.

The committee reached agreement on 21 draft resolutions.
