Taking note of the Draft International Instrument to Enable States to Identify and Trace, in a Timely and Reliable Manner, Illicit Small Arms and Light Weapons, concluded in June 2005,

Recognizing the important role that the organizations of civil society play in raising public awareness in efforts to curb the illicit traffic in small arms,
1. 赞扬联合国、国际、区域和其他组织协助各国制止小武器和轻武器的非法贩运并加以收集;
Commends the United Nations, international, regional and other organizations for their assistance to States for curbing the illicit traffic in small arms and light weapons and collecting them;
2. 鼓励秘书长继续努力,执行1994年12月15日大会第49/75 G号决议和联合国咨询特派团的建议,在联合国和平与裁军非洲区域中心的支持下并与非洲联盟密切合作,应受影响国家的要求,制止小武器的非法流通以及收集这些武器;
Encourages the Secretary-General to pursue his efforts in the context of the implementation of General Assembly resolution 49/75 G of 15 December 1994 and the recommendations of the United Nations advisory missions, aimed at curbing the illicit circulation of small arms and collecting such arms in the affected States that so request, with the support of the United Nations Regional Centre for Peace and Disarmament in Africa and in close cooperation with the African Union;
3. 鼓励国际社会支持执行《关于暂停在西非进口、出口和制造小武器和轻武器的声明》,并且提供进一步的援助,将《暂停声明》变成具有法律约束力的文书;2
Encourages the international community to support the implementation of the moratorium on the importation, exportation and manufacture of small arms and light weapons in West Africa, and to extend further assistance in transforming the moratorium into a legally binding instrument;2
4. 鼓励萨赫勒-撒哈拉次区域各国促进国家委员会的有效运作,以期制止小武器的非法扩散,在这方面,请国际社会尽可能给予支持;
Encourages the countries of the Sahelo-Saharan subregion to facilitate the effective functioning of national commissions to combat the illicit proliferation of small arms, and in that regard, invites the international community to lend its support wherever possible;
5. 还鼓励民间社会各组织和协会与国家委员会进行协作,努力打击非法贩运小武器和执行《从各个方面防止、打击和消除小武器和轻武器非法贸易的行动纲领》;
Also encourages the collaboration of organizations and associations of civil society in the efforts of the national commissions to combat the illicit traffic in small arms and in the implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects;
6. 还鼓励国家机关、国际组织和民间社会合作,支持旨在打击非法贩运小武器和轻武器并加以收集的方案和项目;
Further encourages cooperation among State organs, international organizations and civil society in supporting programmes and projects aimed at combating the illicit traffic in small arms and light weapons and collecting them;
