自事件发生以来情况已经很明显,2月26日,有47名亚美尼亚人已经在“和平的”霍贾里被扣为人质,阿塞拜疆大众媒体在报道这一悲剧时竟然没有提到这一事实。
It has become clear since the events that 47 Armenians were already being held hostage on 26 February in “peaceful” Khojaly, a fact that the Azerbaijani mass media “covering” the tragedy has failed to mention.
霍贾里解放后,只找到13名人质(包括6名妇女和1名儿童),另外34人被阿塞拜疆人带到不明地点。
After the liberation of Khojaly only 13 hostages (including 6 women and 1 child) were found there, the other 34 were taken away by the Azerbaijanis to an unknown location.
关于他们的情况,人们只了解一点:在行动当夜,他们被带离村庄,但从未到达阿格达姆。
The only thing known about them is that they were led from the village on the night of the operation, but never reached Agdam.
对于他们的最终命运,仍然没有任何信息;也没有任何信息证实他们仍被阿塞拜疆人扣押。
There is still no information concerning what eventually happened to them or confirming that they continued to be held captive by the Azerbaijanis.
有鉴于此,可以肯定地说,杀害霍贾里村和平居民是阿塞拜疆一方所为,他们出于政治阴谋和权力争斗,对本国人民犯下这一罪行。
In the light of the above facts it may confidently be said that the killing of peaceful inhabitants of the village of Khojaly was the work of the Azerbaijani side, which committed this crime against its own people in the name of political intrigues and the struggle for power.

1. 人权委员会第2005/4号决议核可了发展权工作组第六届会议通过的结论和建议,并注意到落实发展权问题高级别工作组将在下一次会议上“研究《千年发展目标8》――全球合作促进发展,并提出定期评价的标准,以期提高全球伙伴关系在实现发展权方面的作用”。
In its resolution 2005/4, the Commission on Human Rights endorsed the conclusions and recommendations adopted by the Working Group on the Right to Development at its sixth session, and noted that the high-level task force on the implementation of the right to development at its next meeting would “examine Millennium Development Goal 8 on a global partnership for development and suggest criteria for its periodic evaluation with the aim of improving the effectiveness of global partnerships with regard to the realization of the right to development”.
高级别工作组系根据人权委员会第2004/7号决议组成,成员包括工作组主席与各区域成员国集团磋商后提名的五位专家,和指定的国际贸易、金融和发展机构的代表。
The high-level task force, which was constituted in pursuance of Commission on Human Rights resolution 2004/7, comprises five experts nominated by the Chairperson of the Working Group in consultation with the regional groups of Member States, and representatives from the identified international trade, finance and development institutions.

The present note outlines some issues for the consideration of the high-level task force at its seventh session which it may wish to analyse and discuss with a view to making recommendations to the Working Group.

The right to development and the Millennium Development Goals
3. 《发展权宣言》第一条第1款对这项权利的定义是:“一项不可剥夺的人权,由于这种权利,每个人和所有各国人民均有权参与、促进并享受经济、社会、文化和政治发展,在这种发展中,所有人权和基本自由都能获得充分实现”。
The Declaration on the Right to Development (art. 1 (1)) defines the right as “an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully realized”.
《宣言》还指出,各国对于创造有利于实现发展权的国内和国际条件负有首要责任,各国有责任单独和共同采取行动,制订发展政策,促进充分实现发展权。
It further points out that States have primary responsibility for the creation of the national and international conditions favourable to the realization of the right to development and that they have the duty to take steps, individually and collectively, to formulate development policies with a view to facilitating the full realization of the right to development.
