“Laryngectomees” are people who have had their larynx removed as a result of laryngeal cancer, and who breathe through a tracheostoma at the base of their throats.
由于声带被切除,喉切除者丧失了发音能力。
The removal of the vocal chords leaves the laryngectomees voiceless.
根据1982年12月3日联合国大会第三十七届会议通过的第37/52号决议(《关于残疾人的世界行动纲领》),喉切除者协会亚洲联合会致力于培训恢复食道发音的教员,为促进喉切除者全面融入社会奠定基础。
In accordance with Resolution 37/52 (World Programme of Action concerning Disabled Persons), adopted at the 37th United Nations General Assembly 3 December 1982, Ginreikai · Asian Federation of Laryngectomees Associations works to train instructors for esophageal speech rehabilitation and to create a basis for the promotion of full social participation by laryngectomees.
自1985年成立以来的23年中,该组织一直积极开展工作,在本报告所述期间共培训教员254人。
Although the association has been continuously active over the 23 years since its establishment in 1985, 254 instructors have been trained in the current report period.
估计已有3 000多名喉切除者在这些教员的训练下掌握了发音能力。
Over 3,000 laryngectomees are estimated to have achieved vocalization through training with these instructors.

Aims and purposes of the Organization:
因患喉癌而切除喉头的人由于丧失了发音能力,成为残疾人。
People who have had their larynx removed as a result of laryngeal cancer become physically disabled because they lose their ability to vocalize.
该组织的目标是向亚洲地区的喉切除者提供恢复发音的机会,并协助尽可能多的喉切除者重新自立和融入社会。
The aim of this organization is to provide opportunities to laryngectomees in the Asian region for vocalization rehabilitation, and to assist as many laryngectomees as possible to regain their independence and to reenter the society.

Representatives of the Association attended the memorial services of victims of the terrorism bombing of the United Nations Baghdad Office (August 27, 2003, UN center, Tokyo).
(b) 该组织派代表参加了2003年11月13日在东京联合国大学举办的亚太地区社会福利问题国际研讨会。
Representatives of the Association attended the International Seminar on Social Welfare in Asia and the Pacific (13 November 2003, UN university, Tokyo).
(c) 该组织派代表参加了2004年2月7日在日本律师协会中心举行的联合国非政府组织东北亚研讨会。
Representatives of the Association attended the United Nations NGO Seminar in North East Asia (7 February, 2004, Japan Bar Association Center).

Action in Implementation of United Nations Resolutions
在执行联合国决议方面,该组织的目标是促进1982年12月3日联合国大会第三十七届会议通过的第37/52号决议(《关于残疾人的世界行动纲领》)的各项原则。
The Association aims to promote the principles of Resolution 37/52 (World Porgramme of Action concerning Disabled persons), adopted at the 37th session of the United Nations General Assembly on 3 December 1982.
作为落实第37/52号决议第1(a)节各项原则的一个有效手段,该组织特别注重让那些因声带切除而丧失语言能力的人全面和平等地融入社会,并为此在2001至2004的四年间,在全亚洲18个地点为恢复发音教员举办了培训课程。
As an effective means of realizing the principles of section 1 (a) of Resolution 37/52, this Association has placed particular emphasis on achieving full and equal participation in society for those who have become spoken-language disabled through the removal of the vocal cords, and to this end has held training courses for vocalization rehabilitation instructors in 18 locations throughout Asia in 4 years between 2001 and 2004.
在这四年中,共有254名教员接受了培训,有3 000多名喉切除者在他们的努力下恢复了发音能力。
Altogether 254 instructors were trained in these courses, and through their efforts over 3,000 laryngectomees are estimated to have benefited from vocalization rehabilitation over these past 4 years.

The CEN is a network comprised of over 750 environmental non-governmental organizations (ENGOs) across Canada, each affiliated through one of the CEN's ten provincial and territorial Regional Affiliates.
