14. KYEREMATEN先生(加纳)说,在发展史上,工发组织的任务从未像现在这样具有现实意义,特别是在非洲。
Mr. KYEREMATEN (Ghana) said that never in the history of development had UNIDO's mandate been more relevant than at the current time, particularly in Africa.
全球化和自由化的同时出现,突显了工业化作为可持续增长和可持续发展工具的作用。
The combined forces of globalization and liberalization had emphasized the role of industrialization as a tool for sustainable growth and development.
发展中国家只有在能够形成足够的供应能力,从而得以利用市场准入机会的情况下,才能受益于多边贸易体系。
Developing countries would benefit from the multilateral trading system only if they could generate sufficient supply capacity to take advantage of market access opportunities.
15. 工发组织目前面临着四个关键挑战。
UNIDO was currently facing four key challenges.
第一,它必须判断总部和外地包括人力资源和专门知识在内的体制结构是否健全,足以应对它在将来面临的组织结构方面的挑战。
Firstly, it had to judge whether the institutional structure at Headquarters and in the field, including human resources and expertise, was sufficiently robust to respond to the organizational challenges that it would face in future.
第二,工发组织的业务程序是否高效和有效,足以满足既包括政府也包括私营部门在内的服务对象的需求?
Second, were UNIDO's business processes adequately efficient and effective to respond to the demands of its clients, both Governments and the private sector?
构和内容上是否门类齐全,足以针对各个发展中国家服务对象的需要提供具体解决办法?
Third, was the programme portfolio varied enough, in terms of structure and content, to provide concrete solutions to the needs of clients from various developing countries?
最后,工发组织应当作出评价,它是否有足够的资源履行它在新的全球发展契约下作出的所有承诺。
Lastly, UNIDO should assess whether it had sufficient resources to fulfil all its commitments under its new global compact for development.
16. 基本宗旨是发展工业,为穷人服务,穷人必须是工发组织各方案的中心。
The primary objective was to develop industry to serve the poor, who must be at the centre of UNIDO's programmes.
因此,工发组织应当重新注意以下概念:生产系统的全球性外包、大型公司和中小型企业之间的工业分包、能够迅速对市场变化作出反应的灵活的制造技术、供应链与物流管理以及技术许可证和特许证的发放。
UNIDO should therefore pay renewed attention to such concepts as the global outsourcing of production systems, industrial subcontracting between large-scale companies and small and medium enterprises, flexible manufacturing technologies that could respond quickly to changes in the market, supply chain and logistics management, and technology licensing and franchising.
这些概念,特别是在非洲,应当通过工发组织、国家政府和私营部门之间的新伙伴关系来落实,这样才能为发展中世界发起新的工业革命提供基础。
Those concepts should be implemented through a new partnership between UNIDO, Governments and the private sector, particularly in Africa, in order to provide the basis for launching a new industrial revolution in the developing world.
17. 加纳政府和人民对工发组织给予其综合方案第二阶段的支持表示感谢,这将大大推动加纳新工业增长方案的实施。
The Government and people of Ghana were grateful for UNIDO's support in the second phase of its integrated programme, which should provide a major boost to implementation of Ghana's new industrial growth programme.
