Rule 127
（甲） 委员会通常以举手或起立的方式进行表决但任何代表可请求进行唱名表决。
(a) The committee shall normally vote by show of hands or by standing, but any representative may request a roll-call.
唱名表决应从主席抽签决定的成员国开始，按成员国国名英文字母的次序进行。
The roll-call shall be taken in the English alphabetical order of the names of the members, beginning with the member whose name is drawn by lot by the Chairman.
唱名表决时，每一成员国的国名均应点到，由成员国代表一人回答“赞成”、“反对”或“弃权”。
The name of each member shall be called in any roll-call, and its representative shall reply “yes”, “no” or “abstention”.
表决结果应按成员国国名英文字母的次序列入记录。
The result of the voting shall be inserted in the record in the English alphabetical order of the names of the members.
（乙） 委员会用机械设备进行表决时，应以无记录表决代替举手或起立表决，以记录表决代替唱名表决。
(b) When the committee votes by mechanical means, a non-recorded vote shall replace a vote by show of hands or by standing and a recorded vote shall replace a roll-call vote.
任何代表可请求进行记录表决。

进行记录表决时，除非有代表提出请求，委员会应免去成员国唱名的程序；但表决的结果应以唱名表决的同样方式列入记录。
In the case of a recorded vote, the committee shall, unless a representative requests otherwise, dispense with the procedure of calling out the names of the members; nevertheless, the result of the voting shall be inserted in the record in the same manner as that of a roll-call vote.

Rule 128
在主席宣布表决开始后，除为了与表决的实际进行有关的程序问题外，任何代表不得打断表决的进行。
After the Chairman has announced the beginning of voting, no representative shall interrupt the voting except on a point of order in connection with the actual conduct of the voting.
除无记名投票外，主席可准许成员国在表决前或表决后解释其投票理由。
The Chairman may permit members to explain their votes, either before or after the voting, except when the vote is taken by secret ballot.

The Chairman may limit the time to be allowed for such explanations.

The Chairman shall not permit the proposer of a proposal or of an amendment to explain his vote on his own proposal or amendment.

Rule 129
任何代表可提议将提案或修正案的各部分分别付诸表决。
A representative may move that parts of a proposal or of an amendment should be voted on separately.
如有人对分部分表决的请求提出反对，应将主张分部分表决的动议付诸表决。
If objection is made to the request for division, the motion for division shall be voted upon.
主席应只准许两名赞成和两名反对该动议的人发言。
Permission to speak on the motion for division shall be given only to two speakers in favour and two speakers against.
该动议如被通过，提案或修正案中已通过的各部分随后应合成整体再付表决。
If the motion for division is carried, those parts of the proposal or of the amendment which are approved shall then be put to the vote as a whole.
如提案或修正案的各执行部分均遭否决，则应认为整个提案或修正案已被否决。
If all operative parts of the proposal or of the amendment have been rejected, the proposal or the amendment shall be considered to have been rejected as a whole.
