After consultations among members of the Security Council, I have been authorized to make the following statement on behalf of the Council,
“安全理事会最严厉地谴责2007年12月11日在阿尔及尔的最高法院和联合国办事处附近发生的造成多人死伤的恐怖袭击，并向这一令人发指的恐怖主义行为的受害人及其家人，向阿尔及利亚人民和政府，表示深切同情和慰问。
“The Security Council condemns in the strongest terms the terrorist attacks that occurred in Algiers on 11 December 2007 near the Supreme Court and the United Nations offices, causing numerous deaths and injuries, and expresses its deep sympathy and condolences to the victims of this heinous act of terrorism and their families, and to the people and the Government of Algeria.
安全理事会向在其中一起袭击中遇害的联合国工作人员及其家人并向秘书长表示深切同情和慰问。
The Security Council expresses its deep sympathy and condolences to the United Nations staff, and their families, who were among the victims in one of these attacks, and to the Secretary-General.

“The Security Council underlines the need to bring perpetrators, organizers, financiers and sponsors of this reprehensible act of terrorism to justice, and urges all States, in accordance with their obligations under international law and resolution 1373 (2001) and consistent with resolution 1624 (2005), to cooperate actively with the Algerian authorities in this regard.
“安全理事会重申，一切形式和表现的恐怖主义是对国际和平与安全的最严重威胁之一，任何恐怖主义行为，不论其动机为何，在何地、何时发生，何人所为，都是不可开脱的犯罪行为。
“The Security Council reaffirms that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security, and that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.
“安全理事会还重申，必须根据《联合国宪章》，采用一切手段，打击恐怖行为对国际和平与安全造成的威胁。
“The Security Council further reaffirms the need to combat by all means, in accordance with the Charter of the United Nations, threats to international peace and security caused by terrorist acts.
安理会提醒各国必须确保其采取的任何打击恐怖主义措施都符合国际法，尤其是国际人权法、难民法和人道主义法为其规定的所有义务。
The Council reminds States that they must ensure that any measures taken to combat terrorism comply with all their obligations under international law, in particular international human rights, refugee and humanitarian law.
