(c) 为取得图书馆的任何设施的使用，
(c) for the purpose of obtaining the use of any of the facilities of a library,
(1) 图书馆长可禁止任何已违反本附例的人，在一段他所决定的期间 内使用任何图书馆或任何指明的图书馆。
(1) The librarian may prohibit any person who has contravened these by-laws from using any library or any specified library for such period as he may determine.
(2) 根据本条被图书馆长禁止使用任何图书馆的人，如未获图书馆长 准许，不得进入该图书馆。
(2) No person who has been prohibited from using any library by the librarian under this by-law shall, without the permission of the librarian, enter such library.
(1) 根据本附例条文到期应缴的款项，须作为欠区域市政局的债项而 加以追讨，并须付予区域市政局。
(1) Any sum which becomes due under the provisions of these by-laws shall be recoverable as a debt due to the Council and shall be paid to the Council.
任何人如因图书馆长根据本附例所作出的决定而感到受屈，可向区域 市政局提出上诉。
Any person aggrieved by a decision of the librarian made under these by-laws may appeal therefrom to the Council.

Except with the permission of the librarian, no person shall-
任何人不得故意妨碍正在合法地执行职责的图书馆人员，或故意妨碍 、骚扰、干扰或烦扰任何其他正在合法地使用图书馆或其内所提供的设施 的人。
No person shall wilfully obstruct any officer of a library in the lawful performance of his duty or wilfully obstruct, disturb, interrupt or annoy any other person in the lawful use of a library or of any of the facilities provided in a library.
本附例可引称为《图书馆(市政局)附例》。
These by-laws may be cited as the Library (Urban Council) By -laws.
本附例只适用于市政局辖区。
These by-laws apply to Urban Council area only.
在本附例中，除文意另有所指外─
In these by-laws, unless the context otherwise requires-
“借用人”(borrower) 指借书证持有人；
""borrower"" (借用人) means the holder of a library card;
“借书证”(library card) 指持有人已根据第7条向图书馆长登记的 区域市政局借用证或市政局借书证；
""library card"" (借用证) means an Urban Council library card or a Regional Council borrower's card the holder of which has registered with the librarian under by-law 7;
“区域市政局借用证”(Regional Council borrower’s card) 指区 域市政局依据《图书馆(区域市政局)附例》(第132章，附属法例)发出的 借用证。
""Regional Council borrower's card"" (区域市政局) means a borrower's card issued by the Regional Council pursuant to the Library (Regional Council) By-laws (Cap. 132 sub. leg.);
(2) 图书馆长可将图书馆内的任何图书馆藏件拨归成人图书馆、儿童 图书馆、借阅图书馆或参考图书馆使用。 (1983年第311号法律公告)
(2) The librarian may set aside any of the library material of a library for use in the adult library or junior library or for use in a lending library or a reference library. (L.N. 311 of 1983)
(3) 未满12岁的人，除非获得图书馆长准许，否则不得进入或使用成 人图书馆。(1990年第199号法律公告)
(3) Except with the permission of the librarian, a person under 12 years of age shall not enter or use the adult library. (L.N. 199 of 1990)
(1) 图书馆向公众开放的日期及时间，须由市政局不时决定。
(1) A library shall be open to the public on such days and during such hours as shall be determined from time to time by the Urban Council.
(2) 述明图书馆向公众开放的日期及时间的中英文告示，须张贴于图 书馆内的显眼地方或图书馆的入口。
(2) Notices in the English and Chinese languages, stating the days on which and the hours during which a library is open to the public shall be posted in a conspicuous place in the library or at the entrance to the library.
(3) 市政局可指示将某间图书馆或其任何部分在任何指明期间内关闭 。
(3) The Urban Council may direct that a library or any part thereof be closed for any specified period.
有效的市政局借书证的持有人，及有效的区域市政局借用证的持有人( 而该持有人已根据第7(3)条向图书馆长登记)，可向借阅图书馆借取图书 馆藏件，以供在图书馆以外的地方阅读和使用。
The holder of a valid Urban Council library card and the holder of a valid Regional Council borrower's card who has registered with the librarian under by-law 7(3) may borrow from a lending library the library material for reading and use outside the lib39 an
(1) 任何人如欲取得市政局借书证，须填妥一份由图书馆长供应的申 请表格。
(1) A person who wishes to obtain an Urban Council library card shall complete an application form supplied by the librarian.
(2) 有效的区域市政局借用证的持有人，可藉填妥一份由图书馆长供 应的表格而向图书馆长申请登记。
(2) The holder of a valid Regional Council borrower's card may apply for registration with the librarian by completing a form supplied by the librarian.
(3) 图书馆长在接获按照第(2)款提出的申请时，可将申请人的详情登 记，并准许该人向图书馆借取图书馆藏件。
(3) On receiving an application in accordance with paragraph (2), the librarian may register the particulars of the applicant and permit him to borrow library material from a library.
(1) 图书馆长在接获按照第7(1)条提出的申请时，可向申请人发出一 张市政局借书证，准许该人向图书馆借取图书馆藏件。
(1) On receiving an application in accordance with by-law 7 (1), the librarian may issue to the applicant an Urban Council library card permitting him to borrow library material from a library.
