根據《廢物處置條例》第38條，本人指定1993年5月3日為─
" Under section 38 of the Waste Disposal Ordinance, I appoint 3 May 1993 as the day on which-"
(a) 第11及16條適用於下述化學廢物或就下述化學廢物而適用的日期 ︰其本身乃是或含有附表A或B部所指明或說明的任何物質的化學廢物；及
(a) sections 11 and 16 shall apply to or in relation to chemical waste being or containing a substance specified or described in Part A or B of the Schedule; and
(b) 第17條適用於下述化學廢物或就下述化學廢物而適用的日期︰其 本身乃是或含有附表A部所指明或說明的任何物質的化學廢物。
(b) section 17 shall apply to or in relation to chemical waste being or containing a substance specified or described in Part A of the Schedule.
在本規例中，除文意另有所指外─
" In this Regulation, unless the context otherwise requires-"
“化學廢物處理中心”(Centre) 指屬下列情況的土地及處所─
" ""Centre"" (化學廢物處理中心) means the land and premises-"
(a) 該土地及處所為政府所擁有；
(a) owned by the Government;
(b) 該土地或處所為根據廢物處置牌照的標的獲授權用作處置化學廢 物；及
(b) the subject of a waste disposal licence authorizing the use thereof for the disposal of chemical waste; and
(c) 該土地及處所稱為化學廢物處理中心；
(c) known as the Chemical Waste Treatment Centre;
(b) 就其原擬用途而言，乃屬於不能使用或已成為不能使用者，而不 論其不能使用的原因是否因為─
" (b) which is, or has become, unusable for its intended purpose, whether because-"
(i) 該化學廢物不符合為該用途而定的規格；
(i) it does not meet the specifications for that purpose;
(ii) 該化學廢物可用於該用途的日期已過；或
(ii) the date by which it may be used for that purpose has passed; or
(c) 為了在香港處置該化學廢物而輸入香港；
(c) imported into Hong Kong for the purpose of disposing of it in Hong Kong;
“特殊處理”(special handling)，就任何化學廢物而言，指該廢物 ─
" ""special handling"" (特殊處理) , in relation to any chemical waste, means that the waste-"
(i) 其本身乃是或含有任何列於根據《除害劑條例》(第133章)第4條 所設除害劑登記冊內的除害劑；
(i) is or contains any pesticide listed in the register of pesticides maintained under section 4 of the Pesticides Ordinance (Cap 133);
