(5) 駐堂聖品人或主管聖品人如出席會議，則須擔任會議的主席，如他 們沒有出席，則出席的投票人須互選主席以主持會議，但如主席屬聖品人 ，則他在堂議會的選舉中並沒有投票權(投決定票除外)。
(5) The incumbent or clergyman in charge shall be the chairman of the meeting if present and if not a chairman shall be chosen by and from the electors present who shall preside at the meeting but no clerical chairman shall have a vote (except a casting vote) in the election of the church council.

In case of sudden emergency and other special circumstances requiring immediate action by a church council a meeting may be convened by the chairman at not less than three days' notice in writing to the members of the church council concerned, but the quorum for the transaction of any business at such meeting shall be a majority of the then existing members of the church council concerned and no business shall be transacted at such meeting except such as is specified in the notice convening the meeting.

Subject to the foregoing rules any motion proposed by any member of a church council present at a meeting shall be submitted to the meeting and shall be decided by a majority of votes of the members present and voting thereon.

In case of an equal division of votes the chairman of the meeting shall have a second or casting vote.
